So how did it turn out? It would take me a very long time if I had to translate everything from English, all the changes... I will list only a few, perhaps the most important ones:
-

ECO 20/40m directional yagi antenna From 29 March 2009 (which is 6 years from now) we will be able to use a much wider 40m band, between 7000 and 7300!
- The telegraph is gone. In the end, everything went smoothly. Therefore, telegraphy will no longer be a condition for entering HF bands. However, each country can make its own decision. This means that, in addition to technical knowledge, knowledge of telegraphy may also be required in the exams. By this it is meant that the examiner must demonstrate the ability to receive and send telegraphic characters. However, it is not meant that he must control telegraphy, e.g. 5 wpm or 12 wpm, but in such a way that the person has to prove that he knows what telegraphy is. We hope that Slovakia and the Czech Republic will be included among the countries where telegraphy will be excluded from the conditions of access to HF.
- 70 cm – 432–438 is allocated for satellite radar systems.
That's just a short excerpt from the changes they made to WRC‑03. You can find the complete text of the changes on the website IARU.
