We really only need to change the Permit Conditions or something else.

The discussion about the new Permitting Conditions is currently raging on this server and probably elsewhere. We are really arguing about the right things? I offer you my thoughts on this situation. And my opinion, what are the more important problems of Slovak radio amateurs.Access to KV without a telegraphy exam. From the reaction, I have the impression that for many radio amateurs this is the main question, but it really needs to be addressed? I do not think so. Why? It's simple, it's already been decided, it's just a matter of time when we start accepting it.
It had a chronology of development:

  • 2003 The World Radiocommunication Conference WRC2003 decided that telegraphy exams are no longer a valid condition for entering the KV band. (but she left it up to the local authorities how to deal with it.)
  • CEPT then responded by canceling the division of CEPT permits (with and without telegraphy)
  • 2005 CEPT-Novice was created due to pressure to create a beginner's CEPT license.

So since the year 2003 two large radiocommunication organizations of which we are members agree that access to the KV band should not be conditioned by an exam in telegraphy. And how Slovakia reacted? In year 2004 which, in their own way, realized the events in the radio communication field. Amateurs from CEPT with permission without telegraphy (classes C and D) they took this permission from the claim that it was cancelled (which is a misleading statement). This change caused a very stormy reaction, unfortunately the late changes have already been implemented. The problem that surfaced with this change is the insufficient effort of the SZR or some of their members to communicate with the surrounding area. (at that time, two amateur radio servers were established, which would definitely like to give space for discussion). In year 2005 when CEPT-Novice already applies and even SZR don't do anything, they probably don't care much about the lower classes of operators. Meanwhile, some countries have already allowed KV operators without telegraphy exams (e.g.. What is the WRTC, Czech Republic and Hungary). It is clear from the above that it makes no sense to somehow restrict building amateurs without telegraphy exams, in addition, if the proposal includes the fact that telegraphy exams will no longer be held. Questions about which it makes sense to have fun at the moment is how to divide classes D and C, but the new A and N, and permitted powers and bands for new classes. And an even more important one, why did the SZR act without a prior public debate, and if the petition had not started, we would only know about it when the new conditions run out in our mailboxes. But what is surprising and few people realized it is another problem, namely the behavior of radio amateurs in Slovakia as a whole. And also the status of radio amateur activities.

  • Animosity between classes is spreading in our country, which does not correspond to hamspirit at all.
  • It turned out that someone in the name of SZR is acting "behind the backs" of radio amateurs:
  • PACKET network is in decay
  • The transfer network is pathetic.
  • I recommend also looking at the website www.szr.sk with the conclusions of the convention. There are also a couple of things that should be addressed.
