According to NASA's announcement today, the satellite will ARISSat-1, which is still on board the ISS, on April 12, 2011 - the 50th anniversary of Gagarin's flight - activated and connected to the external antenna of the ISS. The AMSAT organization supports this activity and will confirm the reception of signals from ARISSat-1.
Roscosmos also confirmed the planned launch of ARISSat-1 into orbit during an EVA in July 2011. So far, this appears to be a poor patch for this morning's failed attempt to launch CubeSats into orbit…
