Rules for the allocation and registration of stakes for VKV races on the territory of Slovakia
1. Basic provisions
1.1 Rules for the allocation and registration of quotas for VHF races on the territory of the Slovak Republic (hereinafter only the rules) apply to all stations participating in VKV races evaluated in the championships of the Slovak Republic (hereinafter M-SR), organized by the SZR.
1.2 The rules are part of the General Terms and Conditions of races and competitions at VKV.
1.3 The rules ensure that the operators of several stations do not meet in one VKV race on the same elevation or on nearby elevations and that this does not lead to disagreements or intolerable mutual interference of the competing stations.
1.4 Only quotas defined in the General Conditions of Races and Competitions at VKV are registered and registered for races.

2. Participation in VKV races
2.1 It is not necessary to register a quota to participate in the VKV race.
2.2 A quota may be allocated, registered or occupied according to the following provisions.
3. Logging in and registration
3.1 Any station that is interested in participating in the given race can request the allocation of any quota for the given race.
3.2 In order to be assigned a quota in a given race, the station must submit an application. The application must contain the applicant's competition mark, elevation name, geographical coordinates of the elevation to the second, locator, altitude, registered categories and contact (return) address. The request for the allocation of a berth must be sent to the administrator for the allocation of berths during the registration period. The entry period starts on the first day of the second month before the race and ends on the 21st of the same month (eg for the 3rd sub-regional race held in July, the entry period is from 1st to 21st May). Quota allocation requests are sent by e-mail to the following address: vkvkoty@pobox.sk, or in writing to the address: Jozef Ivan OM3NA, street Kvetná no. 30, 93401 Levice.
3.3 From the allocated quota, the station has the right to broadcast on all VHF bands in the given race. Within a radius of 5 km from the allocated quota, no other station may broadcast without the consent of the station with the allocated quota, even on unoccupied bands, except for those operating from the inner city of cities, towns and settlements.
3.4 The right to broadcast from a station that has not been assigned to any station for the given race and is not located in the protective 5 km zone of any of the assigned stations has the right to broadcast the station that registers this station on the website http://www.vhf.sk as the first. Quota registration starts on the first day of the month before the race and ends on the 5th day before the start of the race, while the decisive criterion is the time of quota registration on the mentioned page. The station must register the competition brand, name of the quota, locator and entered categories for the given race. The list of dimensions registered in this way is automatically kept at http://www.vhf.sk.
3.5 From the quota registered according to point 3.4, the station has the right to broadcast on all VHF bands in the given race.
3.6 If the quota for the given race is not assigned to any station and no station has registered it according to point 3.4, the station that occupies the quota first with equipment and operators before the race has the right to broadcast from the given quota on all VHF bands.

4. Allocation of dimensions
4.1 The elevation will be assigned to the requesting station if no other station requests the same elevation, or if no other station requests an elevation less than 5 km away.
4.2 In cases where several stations request the same elevation, or when several stations request elevations that are less than 5 km apart, the criteria listed in points 4.3 to 4.8 are decisive.
4.3 The main criterion for quota allocation is the rank of the requesting station in the rankings for allocation of quotas (hereinafter referred to as the ranking). The ranking is identical to the ranking of M-SR in the previous year. According to the ranking, quotas are allocated throughout the calendar year. The ranking will be published on January 10 at the latest.
4.4 All stations broadcasting from the territory of Slovakia, which are listed in the rating of M-SR, will be listed in the ranking. The ranking will be compiled separately for stations of individuals and for stations of multiple operators.
4.5 Kittens are allocated as follows:

A requesting station in the multi-operator category has priority over a station in the individual category.

A better-placed station in the ranking has priority over a worse-placed station when assigning hills. In the event of a tie between the requesting stations, their order will be determined by the fulfillment of the following criteria in the order in which they are listed, until a decision is reached according to one of them:
a) A station that is evaluated in several races in the M-SR of the previous year has priority in the allocation of stakes.
b) The station that obtains more zone points in all evaluated M-SR races has priority in the allocation of stakes. Band points are the sum of points for all rated races, calculated as one point for each band on which the station was rated, for each race separately.
c) The station that had a better position in the previous ranking (one year before the current ranking) has priority when assigning quotas.

4.6 Stations that did not participate in any of the evaluated M-SR races in the evaluated year will have 50% of their point evaluation in the ranking for quota allocation from the previous year included in the ranking, if they were evaluated in it. If not, they are considered stations with a point value of 0.
4.7 If several stations with a point rating of 0 are interested in the same elevation, the decision will be made according to other criteria in the order listed, until a decision is made according to one of them:
d) The station with the largest number of registered categories has priority in the allocation of quotas.
e) The station that submits a request for quota allocation earlier has priority in their allocation (the date and time of the request is decided). If the date is illegible, the date of delivery of the request is decisive.
f) Draw. The lot is drawn by the administrator in the presence of two radio amateurs.
4.8 In the event that the station to which the horse was assigned loses interest in it before the race, it is obliged to notify the horse administrator by e-mail no later than 14 days from the date of publication of the assigned horses by the administrator. The administrator will assign the cat to the next or another station according to the applicable criteria.
4.9 If a station with an assigned quota does not participate in the given race from the quota that was assigned to it, while failing to fulfill the obligation arising from point 4.8 and not submitting an appropriate written explanation to the quota manager, it will be penalized for the first next race by losing the possibility to request quota allocation. This means that no quota will be assigned to her.
5. Account administrator
5.1 The function of the code administrator is performed by a radio amateur authorized by the SZR Presidium.
5.2 The VKV commission of the SZR compiles a ranking of stations for the allocation of hills. The ranking will be published on the website by January 10 http://www.vhf.sk, in the magazine Radiožurnál (in the January-February issue) and in the PR network.
5.3 The manager of quotas will publish the list of stations with allocated quotas by the end of the month with the registration period on the website http://www.vhf.sk.
5.4 The quota manager will send a written confirmation of the quota allocation to those applicants who, along with the quota allocation request, also send a stamped envelope with a return address.
5.5 If there are changes in the allocated odds after the published odds before the race, the odds administrator will publish each change made on the website within 3 days http://www.vhf.sk.
5.6 The manager of odds archives all documents related to the allocation of odds for at least three months after the last race of the given season.
