In 2008, the Telecommunications Office of the SR (TU SR) held tests of special professional competence, the successful completion of which is a condition for the TU SR to issue a radio amateur permit to the applicant. The tests were significant in that, for the first time, a telegraphy (CW) test was not required to obtain a license to broadcast on the amateur radio shortwave bands.
Seventeen applicants applied for the exams. Of the thirteen who participated, two were applicants for class E. Three applicants for class N were unsuccessful. The reason was insufficient knowledge of radio amateur operation.
