
The Telecommunications Office of the Slovak Republic (TÚ SR) published on the Internet http://www.teleoff.gov.sk/Vpovolenia/sas.html and granted in its gazette dated August 1, 2005 a new general permit (VP) for the provision of electronic communication networks and electronic communication services. The new VP is simpler and clearer, at the same time it introduces several changes that are based on previous experience and operators' requirements. Among the most important changes is that the administrative payments will be based only on a percentage of the annual turnover from the provision of networks and/or services, which will return to the original level as it was in the recent past. The administrative payment will no longer consist of a fixed annual amount, which was dependent on the total number of residents living in all areas where the company provides networks and/or services. "The fixed amount could have caused a misunderstanding when calculating the payment amount and at the same time could have had a discouraging effect on companies that wanted to expand their business geographically," explains Mgr. Milan Ištván, executive director, non-governmental organization Partnerships for Prosperity (PPP). Even small businesses, which have been exempt from it until now, will have to fulfill the reporting obligation. "In the case of public procurement of services, these companies could not prove that they are authorized to provide networks and services," adds Ištván. Enterprises that did not have to fulfill the notification obligation according to the transitional provisions will fulfill it within 60 days from the effective date of the new VP. Based on the delivery of a complete notification, the TÚ SR registers the notifier and, what is new, confirms the fulfillment of the notification obligation even without a request. At the same time, the office will notify the company of the variable symbol. The notification obligation is no longer required when providing a network and/or service exclusively for one's own use.
PARTNERSTVÁ PRE PROSPERITU (PPP) is a non-governmental non-profit organization that was established in January 2001 and was officially registered in June 2001. PPP is dedicated to supporting the building and development of the information society in the Slovak Republic, specifically electronic public administration services and the liberalization of the telecommunications market. The basic philosophy of its activity is the belief that a successful society must necessarily be based on permanent cooperation and communication between the political (ie decision-making) sphere and the civil sphere. PPP considers the creation of public-private partnerships (public-private partnerships) under the management of a non-governmental non-profit organization as a way to transparent cooperation on truly socially beneficial projects.
