1. TERMŁAN AND ORGANIZERS
The competition is organized by radio clubs from towns and villages located near the Kupe River. The competition takes place every year, on the Sunday of the third weekend in May (in 2003 it was 18.5.), and every year one of the radio clubs of the co-organizers is the organizer. In 2003, the organizer is the radio club "Metlika", S59DME, from Metlika, Slovenia. Changing the date of the competition is possible with the agreement of a majority of the co-organizers (the list of co-organizers can be found in point 11.). In addition to the traditional organizers, new radio clubs can also participate in the organization, but in the first year they cannot participate in deciding on the date and propositions of the competition.
2. TIME
The contest starts at 7:00 a.m. and lasts until 12:00 UTC (according to local time, it is from 9:00 a.m. to 2:00 p.m.).

3. PARTICIPANTS
All stations of the first Region can participate in the competition IARU, in accordance with the conditions specified in the activity permit.
4. FREQUENCY AND TYPES OF WORK
The competition takes place in the two-meter range, 144.020-144.400 and 145.187.5-145.587.5 MHz, and that the contestants must adhere to the band-plan and recommendations of I. Region IARU.
Allowed types of activities in the competition are: CW/SSB/FM.

O-Radio stations of the co-organizer

6. REPORTS
In connections, the following is exchanged: report by scale RST, a sequence number that starts from 001, and continues with each other connection until the end of the competition, the QTH locator, and the stations of the co-organizers also indicate the brand of their city. E.g.: 9A1DFG 599001 JN85EL/SK.
City signs are written in the list of co-organizer stations.
7. POINTS
One point is given for each kilometer covered. In the entire competition, a point is given for only one connection with each station. Multiple connections must be listed in the LOG, but points are awarded for them. they don't give QSO performed using the Moon (EME), meteorite tracks (MS), via satellite, active repeaters, and QSO on frequency 145.50 (channel S20, i.e. V40) are not valid.

8. PREMIUM POINTS (BONUS)
Premium points are awarded for each connection with a co-organizer station, so an additional 250 points are added to the points for the distance covered by a connection with a co-organizer station and 500 points for a connection with a station that is the organizer this year (in 2003 the organizer station is S59DME).
9. OVERALL RESULT
The overall result of the competition is obtained by summing up all QSO points by adding premium points.
10. REWARDS
-The first three stations in each category receive cups or plaques.
-The first ten stations in each category receive diplomas indicating their location.
- All stations that send the competition diary by the deadline receive diplomas for participating in the competition.
-The traveling cup belongs to the station that gets the most points this year, regardless of the category in which it competes. The call sign of the station, the number of points and the year of the competition are written on the cup. The station keeps the cup until next year, and then sells it to the station that gets the most points that year.
- The radio station that wins the transitional cup three times in a row will keep it in permanent possession. The best placed station from every country DXCC, which sends a LOG, receives an acknowledgment with a marked location. In case of higher activity, the organizer can give more recognition to stations from some countries.
-All stations of the co-organizers that have placed on the leaderboard receive recognition with a location designation.

12. LOGS
Logs are delivered in electronic form, by e-mail or on a diskette. This applies only to those stations that do not have the possibility to use a computer. Logs that arrive on paper, and it will be seen from them that they are processed on a computer, will be considered as control.
Logs must be delivered in one of the standard forms. The organizer recommends the EDI format, but all those that come in ASCII code will be accepted. The coding must be marked as follows:
[category]_[call].[tip], e.g. A_9A2AE.edi or O_S59DJR.edi or C_OK2KJT.txt.
Logs must be sent to the organizer no later than the third Monday after the end of the competition (in 2003 it will be June 2). The log must contain the following:
Connection start time (UTC), correspondent's call sign, transmitted report (contains connection number), received report (contains connection number, locator and possibly co-organizer's city sign), and QRB.
Mandatory data in the invoice are:
Call sign, band, exact location and altitude, QTH-locator (permissible error in the locator is max. +/- 5 km.), category in which the station competes, station type, default value, description of the antenna system (type of antenna, number of elements), number of correct connections, number of points, total list of operators and helpers (name and surname, call sign), ODX CALL/LOC/QRB, declaration of compliance with the proposition of the «Pokuplje» competition and honoring the HAM spirit.
Comment about the contest is also welcome and we would be grateful if someone who took pictures would send us photos on paper or in an electronic list, on a diskette or by e-mail (JPG and the like) that we could display at Hamfest and on the Internet.

13. RESULTS
Prihlásené výsledky budú oznámené na packet-radiach BBS (contest@eu, vhf@eu, hrvhf@hrv a slovhf@svn) a na Internete (http://come.to/pokuplje), najneskôr do 1.júla 2003. Neoficiálne výsledky budú odoslané aj poštou všetkým súťažiacim, ktorí pošlú Log v termíne. Pripomienky k výsledkom sa posielajú na istú adresu ako aj LOG, v termíne From ôsmeho dňa po oznámení neoficiálnych výsledkov.
The official results will be announced at the Hamfest and a report about this will be sent to the contestants along with the results, and will also be announced via packet radio, the Internet and also in the Radio HRS magazine.

14. DEDUCTION OF POINTS AND DISQUALIFICATION
The competition committee will cancel all unmarked, double and multiple connections it finds, and will deduct ten times the amount of points of the double connection counted from the total result. The Commission will also cancel any incomplete connection and any connection in which it finds that one of the 3 elements of the connection is entered incorrectly (referring to the call sign, received and transmitted report, connection number and QTH-locator, and when the time of recording the QSO differs by more than 10 minutes among correspondents.
The competitor who is found to have 10 or more percent of points canceled in the reported result or who has canceled ten or more percent of the total number of connections received will also be disqualified.
The competitor will also be disqualified, for whom, based on at least three independent stations, it is determined that the intention to violate the rules of the competition, or that he did not comply with the conditions of the permit for the work of the radio station, or that he frustrated hard-working competitors. Note: In order for the station to be placed, it must connect with at least one station of the co-organizers.
15. COMMENTS ON THE PROPOSALS
The right to comment on propositions is reserved only to the competition committee, which is formed by the organizer of the «POKUPLJE 2003» competition and consists of three members of the club. The commission checks LOGY, announces unofficial and official results, resolves complaints of competitors. The commission's decision is final.
