Rules for allocation and registration of dimensions for VHF competitions in the territory of the Slovak Republic

1. Basic provisions

1.1 Rules for allocation and registration of quotas for VHF races on the territory of Slovakia (hereinafter referred to as the rules) applies to all stations participating in VHF competitions evaluated in the championships of the Slovak Republic (further M ‑ SR), organized by the SZR.

1.2 The rules are part of the General Conditions of Races and Competitions at VKV.

1.3 The rules ensure, to be in one VKV race on one quota, or operators of several stations did not meet on nearby elevations and that this would not lead to disagreements or intolerable mutual interference of competing stations.

1.4 Only quotas defined in the General Conditions of Races and Competitions at VKV are applied for and registered for races..

2. 

   Participation in VHF races

2.1. It is not necessary to register a quota to participate in the VKV race.

2.2. Quota can be assigned, registered or occupied under the following provisions.

3. Pregistration and registration of dimensions

3.1 Every station, who is interested in participating in the race, may request the allocation of any quota for the given race.

3.2 The station must submit an application to be awarded a dimension in a given race. The application must include the applicant's competition mark, dimension name, geographic coordinates of the elevation with precision to the second, locator, altitude, registered categories and contact information (return) address. The quota allocation request must be sent to the quota allocation administrator during the registration period. The registration period starts on the first day of the second month before the race and ends 21. day of the same month (e.g.. pre 3. subregional races, which take place in July, Login and registration cat 1. do 21. may). Requests for a dimension shall be sent by e-mail to: vkvkoty@gmail.com.

3.3 From the assigned quota, the station has the right to broadcast on all VHF bands in the given race. The station has the right to broadcast on all VHF bands in the given races from the assigned kit 5 km from the assigned dimension, no other station may broadcast without the consent of the station with the assigned dimension, nor in unoccupied bands, except those, which work from urban areas, municipalities and settlements.

3.4 From the dimension, which has not been assigned to any station for the given race and at the same time is not in the protection 5 km of the band of any of the allocated dimensions, has the right to broadcast that station, which registers this dimension on the http website://vkv.szr.sk at the earliest. Odds registration starts on the first day of the month before the race and ends 5. the day before the start of the race, the decisive criterion being the time of registration of the dimension on the said page. The station must register a competition mark for the given race, dimension name, geographic coordinates of the elevation with precision to the second, locator, altitude and categories applied for. The list of dimensions registered in this way is automatically kept at http://vkv.szr.sk.

3.5 From the quota registered according to point 3.4 the station has the right to broadcast on all VHF bands in the given races.

3.6 If the quota for the given race is not assigned to any station and no station has registered it according to the point 3.4., my station, which occupies the quota first with equipment and operators before the race, the right to broadcast from the given quota on all VHF bands.

4. 

   Dimension allocation

4.1. The quota will be assigned to the requesting station, if no other station requests the same dimension, or if another station does not request a dimension less than 5 km.

4.2. In cases, when several stations request the same dimension, or when multiple stations request dimensions, which are less than 5 km, the criteria listed in points decide 4.3. to 4.8.

4.3. The main criterion for quota allocation is the rank of the requesting station in the ranking for quota allocation (hereinafter only rankings). The ranking is identical to the ranking of M‑SR in the previous year. According to the ranking, dimensions are allocated throughout the calendar year.

4.4. All stations broadcasting from the territory of Slovakia will be listed in the ranking, which are listed in the evaluation of M-SR. The ranking is compiled separately for individual stations and for stations of several operators.

4.5. Quotas are allocated as follows:

1) A requesting station in the multi-operator category has priority over a station in the individual category.

2) A station with a better position in the ranking has priority over a station with a worse position when assigning odds. In the event of a tie between the requesting stations, decide on their order by meeting the following criteria in the order in which they are set out, until a decision is reached according to one of them:

1. a)Station, which is evaluated in several races in the M-SR of the previous year, takes precedence in the allocation of dimensions
2. b)Station, which gets more zone points in all evaluated M-SR races, takes precedence in the allocation of dimensions. Zone points are the sum of points for all evaluated races, calculated as one point for each band, on which the station was rated, for each race separately.
3. c)Station, which she had in the previous ranking (year before the current ranking) better placement, takes precedence in the allocation of dimensions

4.6. and until, according to one of them, a decision is reached, which did not participate in any of the evaluated M-SR races in the evaluated year, will be included in the ranking 50% their point evaluation in the ranking for quota allocation from the previous year, if they were evaluated in it. and until, according to one of them, a decision is reached, they are considered point value stations 0.

4.7. In case of interest of several stations with point evaluation 0 the same dimension will be decided according to other criteria in the order listed, until he decides according to one of them:

1. d)The station with the most registered categories takes precedence in the allocation of dimensions.
2. e)Station, which applies for quota allocation earlier, has priority in their allocation (the date and time of application is decided). If the date is illegible, decides the date of delivery of the application.
3. f)Draw. Draws a dimension manager in the presence of two amateur radio.

4.8. In case, that station, to which the dimension was assigned, he loses interest in her before the race, has the obligation to notify the account manager by e-mail no later than 14 days from the date of publication of the allocated dimensions by the administrator. The administrator assigns a dimension to the next or another station according to the valid criteria.

4.9. If the station with the assigned quota does not participate in the given race from the quota, assigned to it, failing to fulfill the obligation arising from point 4.8. and does not provide an appropriate written explanation to the account manager, will be penalized for the first next race by losing the opportunity to apply for a quota. I.e, that no dimension will be assigned to it.

5. 

   Dimension Manager

5.1. The function of the code administrator is performed by a radio amateur authorized by the SZR Presidium.

5.2. The manager of quotas will publish the list of stations with allocated quotas by the end of the month with the registration period on the website http://vkv.szr.sk.

5.3. The quota manager will send a written confirmation of quota allocation to those applicants, who send a stamped envelope with a return address along with the quota allocation request.

5.4. If there are changes in the allocated dimensions after the publication of the allocated dimensions before the race, the dimension manager shall always publish any change made by 3 days on the http website://vkv.szr.sk.

5.5. The dimension manager archives all docksquotas for at least three months from the last race of the season (including a record of the draw).
